Lores at Character Creation

IS it possible ot buy Lores not listed as player factions/subfactions? I know Mage, Fae, and Demon lore exist.

Other Lores I am curious about:
- Unplayable Fera/Garou Tribes (Rokea, Stargazers, etc.)
- Unplayable Bloodlines/Clans (Kiasyd, Lhiannan, Laibon, etc.)
- Weirdly Specific Factions (Mummy, Spirits)

What would the associated point cost be?

Can you purchase powers from a tree which you purchased the lore of even if you didn't buy the tier 1 power of that tree at character creation?

Example: A Ventrue buys the Gangrel lore but doesn't buy Protean 1 at creation. Can the Ventrue then buy Protean 1 at a later game with experience since he still originally paid for the lore?

Nope, it's character creation or nothing.

The lores represent access to restricted information and potentially training from your character's backstory. If you want to learn a discipline or subfaction secrets during game, you have to do it the old-fashioned way.
