This power may be activated after draining health from a target. The target must state “Yes” OOG if she is currently under the effects of a blood oath. |

As per the Core Rules..

These are not attacks. They are used to gain character state information (with some exceptions). They may be used under the same conditions as mental effects. Sensory powers may target a character that is dying but not characters that are dead.
Addendum: Sensory powers may be used across the gauntlet on a target the caster can perceive without calling breach. |
