I recommend Bill Bag HD from NRS. The company is great, the bag is well made, and they have a great warranty as well. The bag keeps everything you own compact, and 100% dry unless its straight up fully submerged. I not in the airline industry but I make an educated guess that overhead luggage space on conventional national (let alone intercontinental) flights is unlikely to vastly change since it would require aerospace companies to build planes with reduced overhead space. Look on eBay for refurbished peak design travel backpacks. They are a little cheaper there, but I am not sure if they will international ship. In my experience the straps on the peak design are not super comfortable for long carries. It does not fit me properly, and the hip belt like you said is lacking in padding.
