You will see people wearing masks over their face. These masks indicate that their appearance has changed to match the mask. Because of this, masks that are NOT indications of shape-shifting abilities (sometimes someone just has a mask!), in-game masks must appear obviously hand-made or crafted. Super realistic masks have to be kept for the shape-shifters to avoid confusion.

Realistic monster masks Yes, you're seeing a monster. Those long black boffers in it's hands? Yep, those are claws (since we can't actually turn into wolf-or-other-animal-or-monster-people, we use props to represent it as best we can).

The Were-creatures have an effect on humans known as Delirium. Unsurprisingly, a human seeing a were-creature in War Form will freak directly out. However, the Delirium means that the trauma on a veiled mortal's mind makes it so they cannot properly recollect the experience. Some people become able to mentally understand and remember the experience only after several encounters. Supernatural creatures other than shifters have varying resistance to Delirium. Shifters are immune and their kin become immune once they are integrated into Shifter society.

Some other types of Supernaturals can ALSO change their shape and those forms are not subject to delerium.

A black or silver mask is Form of Vapor. When someone is in this, they appear to be made entirely of mist (silver) or shadows (black) with no distinguishable features. If you're a human, this would be something that is obviously not normal but not any special kind of "not normal". The rules of Form Of Vapor are in the rulebook.
