The catalytic converter is located underneath the car, and the tow guy knows that most people don't even know what that is. Even if you did know what it is, chances are that you wont get underneath the nasty car to look for yourself. Most people just would rather save the hassle, so they just agree to take the lower price. Watch out for this trick because it works!
