FAQ[edit]
Is it possible to use Cloak Gathering on an unwilling person?
Yes, However, Cloak Gathering is a Touch power, so it follows those rules. That means you can use it on someone, but they can use a willpower to resist.
Also, the power ends immediately if the caster and the target are no longer touching. So if they move away, it breaks.
Can Cloak Gathering be used to Cloak someone else, but not yourself?
No. You cannot use it on someone else while you aren't also cloaked yourself. The spell states "While using the Cloak power, the caster may hide a target person or item by touching them" and "This power ends immediately if... the caster is no longer cloaked."
