Thousands of years ago, when Mankind was just starting to get their feet under them, the Garou began to worry that the little monkey men were going to take over. They began tight and ruthless population control. If a child was born that pushed the village over whatever limit the werewolves set, the Garou would go into the city at night and take back a life. These millennia of terror are thought to be the cause of the Delirium, the overwhelming fear all Homids feel when seeing a Garou in Crinos form. It is also thought that this terror drove the Homids closer to the Wyrm. The Litany now demands that humans be spared to knowledge of the Werewolves...for both their sakes.
