Influence and reputation with PCs is determined by your ongoing character actions.

You CAN use well-earned political capital to request favors with NPCs that you have established a relationship with. If you are a wet-eared neonate Gangrel fresh into town thinking you can open a can of Durham Whup Ass (tm) on your enemies because dammit, you got fangs, the Scourge would like a word with you.

Age has its benefits, as does clan status and reputation: An elder has more pull than a neonate. A High Clan has more pull than a Low Clan at court. And a Good reputation can make up the difference between either of these. It helps to have friends to pick up the slack (or to throw in front of a scandal when need be).

These are all things that Storytellers will have to factor into account when responding to the plans and schemes of the undead. ST's will steer NPCS as objectively as possible to give all players an opportunity to get their hooks into them but be aware that if you are trying to take control from someone who has established both reputation and allies, you will have a long road ahead of you which will pay off with dedication and commitment. Or, you can manipulate one of those woods savages to do your dirty work.
